Off-Site Committee Comments

The Alabama State Code (Section 16-56-6) empowers the Troy University Board of Trustees to appoint the chancellor, who serves as the chief executive officer of the institution. The University contends that the Board is also authorized to conduct an evaluation of the chief executive officer and does so on a periodic basis. According to the institution’s Compliance Certification Report, this evaluation is conducted by the Executive Committee and results in the renewal or non-renewal of the Chancellor’s four-year contract. The institution contends that renewal of the contract is evidence of the Board of Trustees’ evaluation of the Chancellor’s satisfactory performance in his role. However, there is no mention in the cited legislation or the Board By-Laws that the Board is responsible for the evaluation of the Chancellor, and there is no evidence provided, except for the renewal of the Chancellor’s contract, that such an evaluation takes place on a periodic basis.

The On-Site Committee should seek evidence of documentation of the evaluation of the Chancellor.

Narrative:  

The on-site team will be provided with evidence of the Board of Trustee’s evaluation of the Chancellor at the Chancellor’ Office, Room 261 Adams Administration Building on the Troy, Ala. campus.
