Narrative:  

Troy University is in compliance with this Comprehensive Standard.

The Chancellor controls the institution’s fund-raising activities exclusive of institution-related foundations that are independent and separately incorporated. Chancellor Jack Hawkins, Jr. has held ultimate responsibility for Troy University since his appointment as chief executive officer for the University in 1989. The University’s ePolicy Manual, section 900 Advancement, sets forth the Chancellor’s responsibilities. The Faculty Handbook page 9 reiterates this under General Administration. The job description for the Chancellor establishes that this position is ultimately responsible to supervise and direct the affairs of the University.

Fund-raising activities are formed by the institution’s mission, and the University’s strategic plan is derived from the mission. Strategic objectives 5.12 through 5.15 of the University’s Strategic Plan for 2005-2010 address fund raising.

The University’s ePolicy Manual, Section 901 Fund Raising states, “It is the policy of the Troy University Foundation that all fundraising activities, to include campaigns and solicitations, must be approved by the Chancellor. The policy applies to new or continuing campaigns initiated by any faculty or staff member, department or other unit of the University (Approved Board of Trustees, September 10, 2005, review as needed).”

The reporting arrangements shown in the organizational chart for Advancement and External Relations shown on page 8 of the 2007 Troy University Fact Book shows the Associate Vice Chancellor for Development reports to the Senior Vice Chancellor for Advancement and External Relations who reports to the Chancellor. Page 11 of the Faculty Handbook further reiterates this responsibility: “1.2.4.4 The Senior Vice Chancellor for Advancement and External Relations is responsible for identifying and securing resources to support University programs …maintaining alumni relations.... Specific responsibilities include … heading the management team for advancement, and directing efforts in fund-raising... Specific officers reporting to this position are: Associate Vice Chancellor for Development."

Appropriate policies and procedures manuals are in place including the Planned Giving Council Policies and Procedures manual housed in the Development Office and the ePolicy Manual sections 901 Fund Raising and 902 Troy University Foundation.

Minutes are kept for the Foundation Board, Planned Giving Council and Alumni Board. These minutes are kept in the appropriate offices. Minutes of the University Development Committee (major gift officers) may be found online.

The University is in compliance with this Comprehensive Standard.
